Locals will recall Tom Galligan's plan for creating a Jeffersonville canal from scratch as a means of channeling storm water and jump-starting development. It didn't happen, of course. There already is an accessible waterway sans levee (the Ohio), and the Big Four Bridge has proven to be the requisite redevelopment magnet.
