Yes, I have heard that another blog's had the same troubles, and I couldn't access any blogs last night.
I have not had any problems posting on both of my blogs, as well as others. The photos that I post on http://edwardparish.blogspot.com/ have been taking a little longer, but not that much more time considering I use dial up instead of high speed.
