JeffG has placed a draft copy of Jeff Speck's Downtown Street Network Proposal in a place where you can see it, read it and use it.

We stress that in spite of the many conflicting bits of testimony being offered at various fronts, this apparently is a draft, one subject to correction and revision. For instance, you'll note several instances where "Oak" has been substituted for "Elm."

However, the overall gist is clear.
