Lucky ol' Cornerstone Engineering: Redevelopment awards $17,500 contract to explore the possibility of "wrapping the parking garage and adding apartments and businesses to the structure."

Gahan's NAHA putsch continues to dazzle the DemoDisneyDixiecrats, so let's ask Irving Joshua about zero threshold, employee drug testing and the status of "interim."


Diligent readers will recall that in 2017, just after Mayor Jeff Gahan shifted David Duggins from redevelopment to the New Albany Housing Authority to serve as "interim" director in the wake of Bob Lane's firing (yes, both actions were taken by a theoretically autonomous board, which in fact was appointed and enabled by Gahan, which means that the mayor indisputably owns both actions), HUD placed Duggins' new fiefdom on "zero threshold."



In fact, the NAHA's Director of Finance and HUD Compliance, Mike Bainbridge, resigned from his position because of this first of numerous artful rules evasions.




Eventually the "zero threshold" restriction was removed, although only after intensive lobbying at the expense of time and money -- or was it something more?

Several witnesses report Duggins bragging about engineering the firing of someone at HUD in order to evade the zero threshold restriction, shortly after which the new NAHA colonial overlord began acquiring new vehicles for his new fiefdom.

Gahan says the NAHA Board of Commissioners is in charge, and that's bunk, but we'll play along and ask imported board president Irving Joshua the question.

Does Duggins really have clout like this, or was just more of the same tired rhetoric?

NAC's original postings on the general topic of zero threshold are repeated below, but first, in a recent private conversation over Fuller's ESB, the Green Mouse asked Shane's Excellent New Words to define the word "interim":

It's an adjective, meaning "in or for the intervening period; provisional or temporary." Synonyms include pro tem, stopgap, short-term, fill-in, caretaker, acting, transitional, makeshift, improvised, impromptu.' "

Two more questions for the top-dog commish: How's the job search coming, Irving? There IS a job search, right?

Then there's the big unanswered question of the incredible disappearing drug screening program for NAHA employees. A source reminds us that following Duggins' appointment as an NAHA employee (as we've seen, Irving, this was a hiring facilitated contrary to HUD guidelines), the NAHA's longtime policy of prospective employees being screened for drug use abruptly was forgotten.

Irving, do you still have a drug screening program for employees at NAHA? If not, what happened to it?  

Shouldn't y'all be peeing into a cup just like the guys and gals mopping floors, or do the elite cadres in New Albany pick and choose the rules they wish to follow?

N & T's Beilman with delightful devastation for Deaf Gahan: "New Albany Housing Authority leaders knowingly violated policy, HUD order, documents state."

Even though News and Tribune reporter Elizabeth Beilman's bosses at editorial presumably remain utterly confused about the toxic reality of Deaf Gahan's Public Housing Putsch 2017 ...

Must we accept Chris Morris's viewpoint as gospel, given that at least he lives in New Albany, whereas the remainder of the Jeffersonville-centric editorial board knows absolutely nothing about our city, and as time goes on, grows ever prouder of this fact?

... Beilman has put together an admirable, near-classic story* about the subsequent putsch-inspired chaos at the New Albany Housing Authority. The interim director's semi-coherent flailings are especially instructive.

I strongly urge that readers visit the newspaper site and read the whole story, as the revealingly shambolic elements of Gahan's public housing foot-shoot are revealed one by one, apart from the necessary connection with Deaf himself, who unmistakably is their author -- but of course, the mayor must be omitted from the exercise lest ad revenues be threatened.

It's a measure of Jeff Gahan's generalized ethical barrenness (GEB) that when word reached the Green Mouse that Mike Bainbridge had resigned on Thursday as director of finance and compliance at the New Albany Housing Authority (NAHA), all thoughts immediately turned to the flagrant unsuitability of whatever pre-rigged replacement is to be chosen by Gahan's handpicked board of bobble-headed sycophants (GIGO).

Also, yesterday's ON THE AVENUES examined the fiasco from a different angle.

Obviously, the reason why interim director Duggins has nothing to say is because he knows just as little about the daily workings of the agency to which he has been transferred as any of Donald Trump’s bumbling cabinet appointees. With Duggins tongue-tied, (Irving) Joshua must lead the diversion.

Former compliance director cites 'unethical' actions in resignation

NEW ALBANY — The New Albany Housing Authority board and interim executive director knowingly violated internal policy and a U.S. Department of Housing and Urban Development order, according to a former official's resignation letter. HUD confirmed issues with compliance.

The allegations of "possibly illegal and unethical" actions surfaced in a resignation letter tendered by Mike Bainbridge, the former NAHA director of finance and HUD compliance. The letter obtained by the News and Tribune was dated June 15 and effective immediately.

"When actions are taken by Agency leadership including the Board of Commissioners which blatantly and knowingly conflict with HUD rules and regulations, I'm left with no choice but to resign, as I cannot be associated with such activities," Bainbridge wrote in the letter.

In terms of integrity and principle, Mike Bainbridge has set a meritorious example that Gahan's bootlicking sycophants probably won't ever grasp.

"In matters that are this serious and significant, I do not want to make statements that are based in even the slightest degree of speculation or opinion," (Bainbridge's) statement read. "I prefer to deal in, and present, only known facts. The facts that led me to resign from my position with NAHA are stated in my letter of resignation, and proven by the attachments to that letter. I will let those facts stand on their own merits."

Use a chit and read Beilman's piece. You won't regret it.

Public Housing Putsch '17: Gahan, Trump remain in lock step as sycophants queue after the NAHA's director of finance resigns.

Given Gahan's perennial nepotism fetish, will it be a member of the mayor's extended family, perhaps Chris Gardner or Steve Bonifer?

Perhaps a regency by the Wizard of Westside, Dan Coffey himself? If so, he'll need an ivory abacus with gold lamé turnbuckles -- but Dugout can have it TIFFed, right?

Better yet: Bob Norwood, bootlicking insurance mogul to the stars?

And again this reminder: No local elected officials with the possible exception of a typically venomous Coffey have spoken publicly about Gahan's plans for the NAHA.

Silence is acceptance, is it not?

Seems they're all imaging the Orwellian words inscribed on the locomotive headed for the camps, right next to the smiley faced mud flat anchor: “Hop on Board the Quality of Life Express.”

Thanks to the News & Tribune and the Associated Press, our humble anchor-laden city astride the mud flats by river’s edge – where unsold Bicentennial books double as paving stones and stray sheep are increasingly scared – has at long last achieved national renown.

In fact, David “Earthbound” Duggins has done the impossible, pushing celebrated basketball wunderkind Romeo Langford completely off the front page, in the process making New Albany into an overnight sensation, and the hottest go-to destination for every addled sociopath in America who gut-laughs and guffaws at the continued humiliation of our community’s most vulnerable populations.

That’s right, dear reader: We’ve been transformed into the place where you want to be, if being here means empowering an "interim" public housing director who remains utterly bereft of meaningful qualifications, one who blithely swaps administrative responsibilities for stand-up comedy, tells idiotic “jokes” about shooting, tasering and other acts of random violence, mumbles an insultingly insincere apology, and still keeps his job.

Evidently it's why the Associated Press is here: from sea to shining sea, up pops the same news story: Philly, Houston, LA, Seattle, Chicago and even US News and World Report, for Adam’s sake.

New Albany Housing Authority interim director David Duggins says he's "deeply sorry" for his comment after last Monday's housing authority board meeting.

The News and Tribune reports Duggins asked an officer to deploy a stun gun on Brandon Brown after Brown used a cellphone to record the meeting, where an activist spoke out against a plan to raze public housing units for a redevelopment project. Brown says the stun gun comment was frightening.

Faster than Duggins can deeply chug an ice-cold Bud Light Lime, something he actually is highly qualified to do, his cancerous ego and underdeveloped funny bone have combined to render our shakily recovering municipality into a laughingstock throughout the entire country.

Just as predictably, mired in his customary default condition of confusion, narcissism and cloistered stubbornness, Mayor Jeff M(ilhous) Gahan has said absolutely nothing to indicate he cares a single jot about this nasty situation, although it would surprise no one if he awarded Duggins yet another laudatory raise in pay.

How much money is enough for Team Gahan, anyway?

Seeing as Gahan’s sole purpose from the outset of his farcical public housing takeover has been to rid the city of what the mayor obviously regards as a parasitic class of unattractive poor people, why would he be bothered by TASERs, pistol-whippings or other acts of official intimidation if these are the tools deployed by his most trusted of monetizing adjutants to get ‘em the hell out?

NON-DREAM SEQUENCE

“Davey, you’re doing a heckuva job,” tittered Gahan as his armor-plated golf cart rolled noisily down Erni Avenue, the heart of vanquished, conquered Baghdad – or was it Lane Land?

The giggly mayor gaped at his ubiquitous colonial coordinator Irving Joshua, who was diligently rubber-stamping demolition orders.

“Hey Irving, now that we’ve toppled the impoverished once and for all, can we start building some big-time luxury here? Daddy needs some campaign finance.”

“I don’t know,” replied Joshua. “We may have maxed out all of our TIF-Plus cards until 2046 – wait, where’s Dugout? He was standing here just a second ago, and I warned him against speaking with other humans.”

“Aw, he’s fine. Knucksie’s over there sweet-talking one of them non-citizens. Let me give Coffey a call and get this party started!”

A bearded man in a pith helmet was observed posturing over by the bus stop.

“Stop me if you’ve heard this one before,” Duggins jauntily yelled at a cowering resident.

“Ready? Okay, so I walk up to you and say that if you don’t do exactly as I please, I’ll have you shot, TASERed, drawn, quartered, muzzled, kicked out, and if that doesn’t do it, then we’ll get really rough.”

There was a pause. Duggins appeared puzzled.

“Why aren’t you laughing? I mean, that’s some funny shit, right?

Silence.

“All right, how about this one. Do you know they’re paying me six figures to drive a bulldozer though your house?”

Here’s another knee-slapper.

As the days have passed since Duggins provided final, definitive and irrefutable evidence of Gahan’s morally bankrupt judgment, all sorts of nervous time-servers whose quivering beaks urgently rely on the mayor’s slop bucket for rivulets of sustenance have taken to earnestly advising Public Housing Resident Zero, offering him heartfelt counsel.

They’re all warning Brandon Brown to be super-duper careful about soulless agitators, conniving communists and malign influences hailing from outside the immediate vicinity of his square footage in Nawbany, accusing these troublemakers of having politics on their minds ... and maybe even reading books.

The horror!

As if the mayor hasn’t gotten out of bed a single time since 2003 without first pondering the political implications of getting dressed – and everyone knows you can’t stuff a fat bribe in a book; it causes an unsightly bulge where the ideas used to be.

The good news thus far is that Brown is coping quite capably, thank you. A few days after Duggins made his characteristically impeccable bid for immediate termination, the aforementioned Joshua, yet another gray-eminence Redevelopment toady brought to the NAHA to help man the wrecking balls, spent roughly ten minutes urging Brown to keep TASERgate safely in-house among “friends” – where it belongs, lest toxic vapors waft in the direction of Hauss Square.

Joshua fairly cooed: Son, just file a complaint with the NAHA board of bootlicking sycophants, where the paperwork will immediately come to none other than Joshua himself for lubed and expedited resolution.

Joshua continued: Better yet, newfound bosom buddy, why not come over to the conference room for a little down-home, closed-door chat with me – and Duggins, and a couple of police officers, and whomever else wants to get to the bottom of this misunderstanding as ol' pals and companions … and no one else knows yet, right?

At this juncture, finally able to wedge a word into the mellifluous spiel, Brown simply noted that he’d already complained to HUD in Indianapolis.

(This revelation produced a remarkable change in Joshua’s demeanor, but yet to be answered is why Joshua enjoys such an immense degree of unelected clout, which he has been wielding at Redevelopment since at least 2005, and surely before, as installed and maintained by successive Democratic mayoral regimes. Does this mean he has the incriminating photos under lock and key?)

Running the gamut from grubby to squalid and shamelessly shabby, Gahan’s operatives are covering every conceivable nuance, aren’t they?

In short, just about everyone with something to lose has rushed straight to Brown in an effort to keep him quiet in the wake of Duggins’ latest outbreak of inexcusable and inappropriate behavior involving the powerless – as opposed to respectable high-dollar developers and engorged oligarchs, because hell, you can always reason with the golf-course set over bets, booze, beefsteak and broads.

And by doing so, we also see that Gahan’s minions aren't bothered in the least by "jokes" about injuring townspeople, but rather are spooked by those damned intruders from somewhere else – like Hoosier Action from Bloomington, the News & Tribune from Jeffersonville and NA Confidential, the latter a mere two doors down from the home of 3rd district councilman Greg Phipps, who once campaigned on a platform of social justice, and now believes it can begin only where city limits end.

Then again, xenophobia is in fashion, so how dare these disruptive foreigners come to Giddy Giddy City to disrupt our own Peculiar Civic Institution of Patronizing and Patronage?

The consummate irony of this situation is perfectly obvious, because what most of these radical “outsiders” share is nothing more than a sincere desire to represent New Albany townspeople who are at risk, when the majority of the city’s elected representatives have fled the scene in abject panic.

It has been nauseating. With the notable exception of State Representative Ed Clere (at-large councilman Al Knable is at least being responsive), the default response of local elected officials to the accumulated unpleasantness of Gahan’s housing putsch, whether Democrat, Republican or “independent,” has been drone-like rote agreement or hurried, abject capitulation.

Most commonly: “It’s not my area,” or “it’s nothing to do with me,” and “what can I possibly do?”

Your job, perhaps?

So very sorry to inconvenience our ruling bloc of (mostly) 50-something white males, all of whom attended Bulldog High, but you see, gentlemen, this was bad enough even before Duggins’ latest act of compounded incomprehension, which has irrevocably embarrassed the city of New Albany before a national audience.

I’ve already received a call from an intrigued eastern seaboard writing acquaintance asking for background about the putsch, which I speedily and happily provided.

Verily, Gahanism is rotten to the core, and living, breathing people like those residing in public housing are suffering the brunt of Jeffrey’s hastening implosion.

He's governing for some, not all, and when Dear Leader’s self-aggrandizing sand castle washes away, lots of local Democratic pillars are going to find themselves stranded by the tide – and council Republicans needn't smile, either, seeing as they're not exactly draping themselves in glory.

My suggestion is for the cadres to begin a long overdue rethink about this Gahan-engineered debacle – for instance, ceasing to listen to the groundless New Albany public housing mythology playing in their heads, and starting (for once) to look at reality on the ground.

Isn’t the departure of Duggins a fine place to begin the necessary cleansing?

When will enough be enough, whether it's campaign finance, embedded anchors or threats against life and limb?

As the Associated Press providentially has helped us to see,  Duggins no longer is a liability to the city's deaf, dumb and blind ruling class alone. Now the contagion has spread, and we’re all being thoroughly slimed by his chortling, clueless and remarkably stupid idea of a joke.

The ball's in your court, mayor.

Can you at least make a gurgling sound to let us know if you're still breathing?

Let’s cut to the chase, loyal readers.

I’ve been thinking about Mayor Jeff Gahan’s public housing putsch. Stated more clearly, I’ve been rethinking it.

There can be no doubt that the annexation of potentially valuable redevelopment properties, and the ultimate expulsion of those New Albany Housing Authority residents currently inhabiting them, always has been high on Team Gahan’s hit parade.

But the putsch’s timing remains puzzling, as well as our misgoverning elite’s utter lack of preparedness for it. Occam’s famous razor suggests we consider the simplest answer, which in this case is gross incompetence.

Granted, doltishness cannot be entirely dismissed, and yet there are qualities about Gahan’s public housing putsch that set it apart from previous practices, and I believe this divergence is worthy of note.

We begin with an observation.

Gahan's tactics these many years might be abhorrent, though he tends to be well versed in their exercise. Love them or hate them, there have been certain recurring characteristics of Applied Gahanism in New Albany, prime among them that the mayor is customarily very cautious in his chronic, secretive non-transparency.

Almost every matter of importance since 2012 has been withheld from consideration by city council (the legislative branch), to be kept hidden deep within the bowels of the executive caste’s figurative bunker, and to emerge only when every last detail has been determined.

Only then is the project in question revealed, normally by means of a poorly written press release, as a fait accompli: “A thing that has already happened or been decided before those affected hear about it, leaving them with no option but to accept.”

This prime moving characteristic of Camouflaged Gahanism in New Albany reflects the mayor’s raging paranoia and crippling agoraphobia, and it is inexcusably repugnant in both respects, but neither constitutes the point of applicability at present.

Rather, note that once the Gahanist diktat has been determined, it almost always emerges fully formed, with rote explanations handy for immediate repetition. Team Gahan may be cloistered in its non-democratic inclinations, but we must credit the squad for at least usually doing its homework.

This is why the disarray of Gahan’s public housing putsch is so novel, because it doesn’t seem that anyone has cracked open a book, much less coordinated talking points.

Consider this testimony, gleaned from a WHAS-11 piece earlier this week.

(Former housing authority director Bob Lane’s) temporary replacement is David Duggins.

“I'd like to have a board for resident issues and participation for them to have a direct line to residents,” he said during the meeting, but refused to answer any questions from WHAS 11 News afterward.

“I would guess, this is my guess, this time next year, you'll be sitting in the same place you're in now. It takes a long time, all we're trying to say is we're trying to get things going,” Commissioner Irving Joshua said.

(Joshua added) the plan could take five to ten years to launch. It still needs to be approved by Housing and Urban Development.

“The idea that, it's imminent that someone said this before, that somebody's home is going to get torn down or that somebody is going to get a notice that they're going to be on the street is just a flat out lie,” Joshua said.

Obviously, the reason why interim director Duggins has nothing to say is because he knows just as little about the daily workings of the agency to which he has been transferred as any of Donald Trump’s bumbling cabinet appointees.

With Duggins tongue-tied, Joshua must lead the diversion. His garbled and increasingly tiresome protests, holding that so little public housing “reform” is impending that a plan of operation to pursue it hasn’t even been devised, and anyway, the potential time frame for any changes might stretch into as many as three future US presidential terms, should be prompting equally obvious media follow-up questions:

If so, then why this, and why now?

Has any local media outlet asked these questions yet?

Since the putsch was launched, Team Gahan has found itself beset with sloppiness and constantly teetering on the defensive. If the mayor weren’t afflicted with a profound personality disorder, he likely wouldn’t be sleeping, such has been the unremitting debacle of his public housing “rescue rollout” to date.

So, let’s proceed under the assumption that the putsch was going to happen eventually, but something caused it to be moved forward, which would explain the confusion.

What was this occurrence?

Bob Lane knew he’d be fired eventually, but why would a newly packed NAHA board incur the onus of Lane’s termination before allowing enough time to heap as much opprobrium as possible on Lane himself?

In other words, with Gahan having refused to cooperate over a period of years with Lane's and the NAHA’s projected rebuild and repair program, impairing their ability to function, Machiavelli surely would advise withholding cooperation just a little bit longer.

Properties would degrade even more spectacularly on Lane’s watch, then he could be blamed for the deterioration at the sycophantic board’s leisure, and be dumped. Or, he might tire of dealing with half-wits and resign.

(If you don’t think Gahan is capable of such a scheming calculation, you simply haven’t been paying attention.)

Furthermore, with the public housing putsch enjoying such a lengthy gestation period, why the scattershot and fumbled aftermath?

Not a single key player in the putsch even bothers trying to pretend there’s a coherent plan of any sort. Instead, Duggins refuses to answer questions, and Joshua continues to insist that scrutiny isn’t merited for actions that may not occur until 2027, by which time Team Gahan likely will be employed by the heirs of Walton.

And Gahan?

He remains plausibly and predictably distant from his own putsch, issuing his own stuttered denials when bothering to speak at all, which is rarely.

To summarize: No insight, no plan – no knowledge; no Colin Powell doctrine, but Three or More Stooges Run Amok.

I’m here to posit that these are perfectly understandable outcomes given the distinct possibility of Gahan’s public housing putsch occurring when it did for reasons having nothing whatever to do with public housing.

What if the key to it all – the reason for the timing of the new bobbleheaded board’s lubrication, Lane’s pathetic decapitation, subsequent squealings of ignorance, and especially the switch from redevelopment to public housing of a woefully inexperienced Duggins – was a sudden and unexpected need to move Duggins, Gahan’s cockamamie confidant, trusted second-in-command and de facto deputy mayor, somewhere/anywhere else -- and quickly?

The best reason to investigate this premise is the inopportune timing of Duggins’ departure from his economic development and redevelopment fiefdoms. It makes no more sense than his shift to the NAHA.

Think about it. With six years of wheel-greasing and back-alley Bud Light Lime pounding behind him, probably a dozen projects with Duggins’ fingerprints all over them will be coming on-line in the next year or so.

A short set list of Duggins’ singalong compositions includes riverfront park creation; downtown façade grants for first family laggards; Break Wind’s delayed completion; the projected mixed use development at Vincennes and Market; alleyway beautification; aging subdivision entryway landscaping repairs; and even the grid modernization project itself.

And, we all know the way this game is played.

Each of them comprises a feather in Duggins’ professional cap, irrespective of the extent of his actual involvement (v.v. the Greenway, for instance), and each is wonderfully and delightfully redeemable for political favors or employment perks in the private sector when the time comes to fleece the public from a different angle.

With Duggins at the NAHA, he won’t be around to cash in his chips and use his coupons, which defies the inexorable logic of claiming credit.

Why would anyone step away from the spidery magnitude of these achievements (albeit ones financed with other people’s money) just when the congratulatory plaques are about to be engraved and fixed to every triumphant arch in town?

Why transfer to a thankless “interim” position at NAHA, particularly without possessing the slightest relevant skill set, for the “reward” of dealing with the federal government in bureaucratic ways barely fathomable, and worse yet, having to act in the best interests and welfare of real living people, not merely inanimate, cash-stuffed envelopes?

Perhaps the transition is tolerable owing to the astounding ease with which the entry-level neophyte Duggins immediately was gifted with Lane’s old pro veteran salary, a substantial (and I mean multi-mucho) increase over the redevelopment maestro’s previous rate of pay.

Look at it this way, and everything adds up.

Yes, Jeff Gahan was planning to annex public housing anyway. Topics like the working poor and affordable housing shatter the C-minus mayoral student’s buzz, and the properties owned by NAHA can be put to far better use to engorge the perennial suburbanite’s insatiable appetite for perceived luxury … with a dollop of campaign finance for good measure.

Then came a curve ball. On short notice, Duggins needed to be moved away from redevelopment, and what’s more, he needed a little extra in terms of salary.

Gahan understandably stayed loyal to his bag man; after all, if push ever came to shove, just imagine what Duggins might divulge. There aren’t enough grand juries, and so the mayor made the necessary moves, even though they rushed the NAHA putsch before all of Gahan’s ducks were in a row, hence the public relations farce that has ensued.

But it’s okay, right?

No doubt Gahan tallied the odds and breathed easy. The working poor hardly ever vote, and Republicans wouldn’t utter a peep when a presumably Democratic mayor undertook to work their side of the aisle.

Any local Democrat daring to question Dear Leader’s motives could be summarily kneecapped ("The Gonder Piledriver Effect"), dazzled by a new round of feel-good “quality of life” expenditures (Let's Pretend We're Democrats™), or expediently purchased for the bargain price of a non-binding anti-Trump resolution in city council.

Except the putsch has been rougher than anticipated, hasn’t it?

As we’ve seen, public housing residents are finding their voices, and several prominent longtime Democrats have loudly rebelled against Gahan’s aggression. It’s all been messy and unbecoming, with the mayor’s troops disorganized, but the ensuing muddle vastly entertaining.

Too bad about those folks worried about their living arrangements amid the wreckage.

Admittedly, there’s one major piece of the puzzle yet to be identified: What on earth did Duggins do to necessitate his sudden reassignment, and to require a correspondingly huge pay raise?

I don’t know what his instructional foible might have been, but I suspect quite strongly that someone reading today does. If so, you can help break the cycle of Gahanesque civic dysfunction by explaining the most recent instance of it. NAC will be more than happy to publish the story.

Then, maybe there’ll be time for us to go through the 1,000-plus pages of Bicentennial Commission documents I’ve obtained, though not from Shane “Brinks Schminks” Gibson, and finally get to the bottom of the stench emanating from Bob “Plead the Fifth” Caesar’s shambolic stewardship of public (and private) funds during the city’s 200th birthday party.

It would be nice to think that the News and Tribune would justify its journalistic existence by giving a damn about any small bit of any of the precedings, but I’m not naive. The newspaper’s advertising sales quotas apparently usurp the possibilities inherent in its Fourth Estate designation, and Hanson's Folly seems locked purposefully into the “rule by untouchable elites” theory of local governance.

Sadly, these stenographic instincts are unlikely to change.

Meanwhile, whatever the disposition of one’s socks, Jeff Gahan’s public housing putsch hasn’t told us anything new about Dear Leader’s anti-democratic proclivities.

Those were obvious, but the almost comically botched execution of the NAHA’s demolition is worthy of closer scrutiny.

I repeat: Why this, and why now?

Commissioners continue their search for interim replacement

NEW ALBANY — As the New Albany Housing Authority Board of Commissioners continues its search for an interim director, the board voted to assign a couple of duties normally taken care of by the executive director to the board president and a NAHA staff member.

At a special meeting on Tuesday night, the board unanimously voted in Irving Joshua, the president of the board, as an interim contracting officer, giving him the ability to sign documents for NAHA staff that NAHA’s executive director normally would have taken care of. Board member Bob Norwood did not vote as he was not present at Tuesday’s meeting.

Joshua said he was already signing documents for NAHA staff, but that the board wanted to make his duties official.

Monday Night Massacre: Deaf Gahan again absent from his own power grab as Joshua, Duggins seize NAHA and appoint Coffey to new post as "Luxury Trumps Poverty" czar.


Elizabeth Beilman provided excellent newspaper coverage of the Monday Night Massacre. Her tweet below is a classic of understatement.


In the end, there wasn't a politician in town apart from Dan "I'm Back on Payroll" Coffey with the courage to so much as notice Deaf Gahan's Public Housing Putsch, much less place themselves within sight of it it.

John Gonder would have taken part, but Gahan kneecapped Gonder, didn't he?

In short, mythology wins. Misconceptions about public housing are almost totemic in New Albany, and Gahan vigorously scratched this anti-intellectual itch, even if it meant compromising every democratic principle he has ever pretended to support.

It's slightly encouraging that for the first time during Gahan's Reign of Error, a handful of key Democrats suddenly found themselves jolted by the reality of the mayor's vapidity.

Consider this vignette, as captured by Beilman.


Or, one leering, semi-literate functionary is seen reading words written by a nattily attired out-of-town consultant for an inexplicably absent (again) mayor. Democrats should retain this image, and never forget the fundamental crassness of a man who almost never bothers attending the beheadings he initiates in his own name.

Will they remember? Probably not for as long as star sycophant Adam Dickey is at the reins, but the fact remains that the NAHA imbroglio has weakened Dear Leader. Walking dollar signs are cute, but it doesn't mean they can lead. Local Democrats have placed themselves in the position of praising Gahan for the very same vile tendencies they denounce in Donald Trump.

Even in perennially confused America, hypocrisy of this magnitude cannot long endure. Gahan's public housing power grab is organic Himalayan salt rubbed vigorously into the local party's self-inflicted wounds.

We can only hope that more of the party's adherents begin feeling the pain borne unto it by Gahan's ego trip.

Plan calls for demolition, rehab of public housing units

NEW ALBANY — The New Albany Housing Authority Board of Commissioners initiated the first step Monday in embarking on a plan to demolish and rehabilitate hundreds of public housing units.

The board approved a plan with the city of New Albany on Monday aiming significant changes to the state's third largest public housing authority in an attempt to better leverage a backlog of federal funds and decentralize the city's low income pockets. Only commissioner Kent McDaniel voted against it, saying he needed more time to study the plan.

The board's move strays from recommendations of the housing authority director and instead takes up the vision of New Albany Mayor Jeff Gahan, whose administration proposed the partnership and changes.

Lucky ol' Cornerstone Engineering: Redevelopment awards $17,500 contract to explore the possibility of "wrapping the parking garage and adding apartments and businesses to the structure."

Redevelopment power.

While listening to the (mercifully brief) speeches during Friday's dedication ceremony at Bicentennial Park, I began pondering the identity of the most powerful non-elected person in the city of New Albany.

Possible claimants would include former mayor England and/or his wife; chief of police Sherri Knight; and city attorneys Stan Robison and Shane Gibson. Chairpersons of the sewer board and the Board of Public Works would have to be considered. I'm sure there are others.

But my vote goes to Irving Joshua, president of the Redevelopment Commission.
