When it comes to input about a building project, municipal government must avert its gaze and provide maximum latitude to companies that "are experts and ... know what they're doing."

But as it pertains to the downtown street network, in a plan submitted to City Hall by Jeff Speck, an internationally acknowledged city planner and urban designer, municipal government must construct artificially Byzantine barriers to expertise, and deploy the very concept of input to delay and dilute the expert's findings.
