On election eve, Clarksville's town council says "no" to tolls.

There were Twitter notices last evening to the effect that the Clarksville Town Council has passed an anti-toll resolution by a vote of 6-0, with one abstaining. Clarksville's governing body joins New Albany, Utica, Jeffersonville, Sellersburg and Louisville Metro in opposing tolling existing bridges to finance Kerry Stemler's and Michael Dalby's ORBP boondoggle.

Clarksville Town Council only consists of 5 members. Where did the Tweets say the 6th vote came from?

The web site lists seven members.

I've heard that Greg Isgrigg was the abstaining party, although that is unverified.

Greg Isgrigg was one of the local leaders invited to the recent "State of Affairs" Indiana issues program. IIRC, he mentioned he sits on the Bridges Authority, so his abstention wouldn't be terribly surprising.
