Mayor England sez: Alternate Plan B to address sewers, their rates and whatnot.

File under "press releases we didn't receive," but the council president's ears and mouth are nearer City Hall's horse than mine. The droppings? Those are on Cappuccino's end.

A rate table alluded to in the test inexplicably didn't move from the original to this format.

Here are the Mayor's meat and potatoes:

Under what has been dubbed “Alternate B”, the use of EDIT and Riverboat funding to subsidize the sewer rates would be scrubbed. But Tax Increment Financing (TIF) to fund the debt service for three projects contained in the Capacity Assurance Plan—Basin 14 Lift Station Upgrade, the Mount Tabor Lift Station Upgrade and the Jacobs Creek/Lewis Branch Interceptor—would be utilized. The amount required to fund debt service to be pledged from TIF would be approximately $240,000 per year. The “Alternate B” plan also slashes $1.0 million from the sanitary sewer annual operating budget.

Now, the question becomes, "Where are the votes?"

Wow, it only took the Mayor, like 24 hours to come up with a plan! I've read there was a proposal to borrow $7 mil to cover operating costs, then use all the EDIT money forever, now, today, TIF!

If we wait 24 hours will more plans appear...?

Basin 14 Lift Station Upgrade 1.3 million

Total 2.825 million funded by TIF

4.388 million left

Plan B is a small step forward but we are headed in the right direction.

Questions that should be asked and answered.

Do any of the smaller projects fall in CBDG areas?

Can any of the cap projects be rethought, like Pilot Program Basin 16 that cost 1.834 million over two years?
Basin 13 Flow Study 200,000

What and were are these projects?

Which is better to fund police with EDIT or fund capital projects?

Are we to hire 5 officers for 2010 and then lay them off in 2011?

Should we use the same money for sewer projects up to 4 years and be done with it?

Should we consolidate the Market Fire House into the Spring St House?

Well I understand that two of them are in Florida on vacation. apparently to them, thi whole issue is much ado about nothing.

But wait!! Aren't they both potential mayoral candidates??

Here is a story about how Terre Haute, IN funded a parking garage last year.

Pay close attention to the funding source.

The Federal Government contributed 9 million of the 14 million cost.

New Albany should pursue this approach.

This plan not only would help the Bobo development but could help public transportation as well and allow EDIT to be use for something else.
