Did the city ask the Preservation Commission for a "Certificate of Appropriateness" before they demolished the tavern at 922 Culbertson?

Sadly that area isn't within a historic district, so no jurisdiction.
And yet, the city will ask the Preservation Commission to administer an art installation. Who's minding the store? Not City Hall.
