The secret to understanding KTI (and other like-ranted blogs before it) is knowing that there actually are multiple humans making comments, though not as many as it might appear, and that all of them are city or county employees bitching on the taxpayers' dime. This explains how administrations come and go, and the same complaints are aired. It's all about workplace disgruntlement.
