"Sickening" seems a bit harsh, doesn't it? Perhaps the numbers don't match, but if you ask me, there's a reason why people go out at night, and if a city or state has the amenities to please them ... well, isn't that what it's all about? Unless, of course, the idea is to be a religious gulag, and for some, it is.
