Institutionalized counter-productivity: The apparent goal is to tear down these brand new signs in less than a year.

... was explaining a proposal to revert one-way streets to their original two-way use, the city was busily ...


... replacing improperly reflective, soon-to-be-obsolete one-way street signs with brand new ones.

I'm sure we can blame this on the feds somehow.

By the way, "institutionalized counter-productivity" has 13 syllables, twice the number permitted by ordinance. You can bet your sweet bippy that the city's corporate attorney soon will be busy issuing a warrant.
